He's a walking cactus!  For a Mushroom Kingdom citizen, that's not very interesting.  But for some reason, he's found a nearly-constant position as referee in the Sports Hall.  In contrast to most other characters there, nearly all of whom are blabbermouth, Pokey frequently starts and ends matches with one word a piece, and rarely says more than two words at a time.  In a chaotic environment in which rules are generally arbitrary, this cool-headed cactus calls 'em as he sees it and has made himself at home.
